Joel Graham counsels space and aviation clients on complex issues at the intersection of federal policy, regulation, and law. With over a decade of combined state and federal legislative experience, Joel translates his understanding of legislative and regulatory processes into results.

 

Prior to joining MBI, Joel served as Professional Staff Member for the Senate Committee on Commerce, Science, and Transportation for Ranking Member Roger Wicker. In his role at the Committee, Joel guided the creation of civil and commercial space policy, and handled numerous space-related legislative initiatives, including the Space Frontier Act of 2019, Space Preservation and Conjunction Emergency Act, NASA Enhanced-use Leasing Extension Act, and the bipartisan Senate NASA Authorization Acts of 2019 2020, and 2022, which became law as part of the CHIPS and Science Act.

 

Prior to his role with the Senate Commerce Committee, Mr. Graham served as Counsel to Senator David Perdue of Georgia, specializing in Senate procedure and aviation policy. Prior to that, Mr. Graham served as Legislative Counsel for the Georgia Senate Judiciary Committee and clerked at the Atlanta law firm of Hall Booth Smith. Joel is a member of the Georgia Bar and a licensed private pilot.

 

He holds a degree in economics from Georgia College and a Juris Doctor from Mercer Law School.
